What the CCCPH requires
California's Cross-Connection Control Policy Handbook (CCCPH) sets the standard for how water systems protect the public from cross-connections. Every system with the legal authority and hazard profile covered by the handbook must run a program that is documented, enforced, and reported.
A compliant program is more than testing, it's a system of plan, authority, assessment, inventory, testing, and administration working together.

The 6 building blocks
The Plan, a submittal-ready CCC Plan built to the CCCPH for your system type, prepared with a certified CCC Specialist and approved by DDW or your LPA.
Legal authority, an ordinance, rules, or resolution that gives your system the power to inspect, test, and enforce.
Hazard assessments, identify cross-connection hazards and the backflow protection required, in person or by approved alternative methods.
BPA inventory, locate and catalog every backflow prevention assembly and air gap to build your tracking baseline.
Field testing & air-gap inspections, annual and post-repair testing by certified testers, documented and filed.
Ongoing administration, coordinator/specialist support, scheduling, tester verification, recordkeeping, and annual State reporting.
Common pitfalls
Waiting until the State asks for your plan, approval cycles take time.
Testing assemblies but not tracking them, without an inventory baseline, compliance reports are guesswork.
Missing tester qualification, every third-party tester must meet CCCPH requirements.
Forgetting incident response, a documented response plan matters when a backflow event actually happens.
